Action points are your horses energy (the bar at the bottom of your game screen). Your horse will typically use 20 energy points per match (Unless you are a Pro Rider, then it will use 10)
You can buy rider gear from the game shop and upgrade it to increase your amount of action points and to speed up how quickly they replenish (Click on any item of clothing in the shop to see what buffs it will give you)
You can also use consumables from the shop, apple slices, apples and golden apples to gain action points, or you can simply wait for them to refil.
If you have friends on the game, you can challenge them with social tickets (which you get free for logging in each day) and this will use no energy.
As a pro rider, you only use half as much AP in addition to all the other benefits. So although you still have to wait or refill occasionally, you get to play a lot more frequently, especially once you start getting gear upgrades :)
if you are looking for a full game, buy riding star on steam, but be aware, the controlls are sadly not realy good compare to this one.
So how to fill the action points?

This is a ripoff.. if you can just go and ride real horses.
You don't need a horse there are plenty of stables offering rides for £10 and if you can't ride horses due to any disability, money problem etc.. play Alicia Online. Google it, it is a Korean game that was remade in English it isn't popular but it is how a horse game should truly be.
Also there is 100% no micro transactions.
