I don't think this is correct. To my knowledge, the AI cars do not slow down or speed up during the race to match your pace. I race on auto only and this has never happened to me. Even when I fall behind they continue to kick my ass lol.
What rockjaw said is totally right. It simply uses your speed rating as the difficulty setting for that particular track. That's all. If you do well at a race, it will bump up your speed rating up so it's more difficult next time.
