Reaper gauge not filling up
A lot of people seem to be having issues with the reaper gauge not filling up when its supposed to... The way to fill it is to attack and kill with the scythes only.
However, there does seem to be a glitch in the game (surprising, i know...) that if you are using any of the dlc weapon packs ( iwas using the makers scythes) it will not fill the gauge. As soon as i switched to an in game pair of scythes, my meter started filling up again.This might not be the solution for everyone having this issue, but it certainly helped me

I thought that reaper gauge fills when you attack with reaper at the end of some combos.

nope; any attack with the scythes, and you get more for a kill with the scythes

Actually, it refills on executions with scythes, not just killing with them unless they are imbued with Reaper skill, then they refill reaper gauge with every attack. You get a necklace from a quest in the forge lands that grants this ability, but that's all it provides. There is also a chance of getting Reaper imbued on a pocessed weapon, but it's super rare as you are more likely to get extra reaper energy on execution than on attack. I currently run with weapons that have +35% to execute and +13 reaper energy on execute, so I have no problems with gaining reaper energy. However, by this point, Death is so overpowered with my current setup, I rarely use reaper form.

So not really a bug at all. It's a different mechanic with it's own stats, unlike Darksiders 1, where it refilled as you did damage.
