Fixed it by turning on Vsync in the nvidia driver panel and in the game :)

thank you, this helped me as well. i thought it was some bug in regular DS2 that never got patched, so i actually went and bought the Deathinitive Edition (thankfully my save got ported automatically) and it still happened!!

turned on V-Sync in my Nvidia Global 3D Settings and also in game, and seems to be fixed

For those of you checking in on this issue at this point (2022) like me, the V-Sync related solutions do not work. The exiting from character menu short animation gets interrupted sometimes due to high framerate. If this solution did not work for you, please try limiting the FPS in Nvidia control panel to 120fps. This allowed me to not only never have the issue again, but run the game without V-Sync which is ideal.

Sorry for reviving this out-dated post, but the solution took me too long to find, since these older posts are the first ones to pop up via Google.

Thanks for info. Already tried V-sync and didn't work.

For those of you playing this in 2024, just use the Beta NVIDIA app and change the max FPS on this game only. That way you don't have to change a master variable.
