Wrath/heal per crit or on crit are all terrible. 8 wrath per crit .... you gain a flat 7 wrath on each hit with weapon. Thats barely higher then base. Only weapon that has per hit wrath and is worth using is Aftermath simply because its 767 wrath on each hit. Pretty much full wrath on each swing and 107 strength is also pretty good. But you won't get it untill ng+ because it requires beating cruicible. Also shock damage is.... well... its bad. Shock effect on lightning which does higher damage as dot is much lower % then from lower level counterpart shock... you barely ever see it. Also knockback effect from it doesn't affect most enemies. And any lightning creasures are actually immune to it. Unlike fire/inferno and frost/ice. Fire/inferno does same dot damage as shock/lightning respectively and fairly consistently applies dot. Ice freezes enemies and works on anything thats not a boss also slow effect is fairly decent too.
Since you went with harbinger skills. Concentrate on strength,crit damage and crit chance.
You can use stonebites to beef up crit chance and avoid the need to have it on anything other then amulet and still have 100% crit chance. Or if you aren't fan of random gear and want to go with abyssal armor you would still only need crit chance on amulet eventually. Just use something that gives you biggest bang for the buck.
And in the end damage will be more important because around lvl20 or so you finally get health steal/life steal which make any weapon with on hit/crit/kill look pathetic. With heavy str/crit damage you can litteraly fill out your entire health bar with 1 swing of scythe. Sure you won't get there right away but thats the point.
For now use what ever lets you go past things faster and with least danger, basically it translates into having as much strength and crit damage as you can find and making sure your crit chance is also there. At lower levels you are forced to have crit chance on weapons sadly no way around it. Later you can drop it. If you find yourself stuck with no wrath constantly get something to beef up on that department. If you can spam skills nonstop... better beef up damage so you don't need to spam skills and can actually kill things w/o needing skills.
