Missing two Orochi

Trying to finish up the bestiary. I have Attack, Hunt, Fire, and Blitz. I’m missing the Green and Blue ones. I’ve run multiple Neo-geons, but they’re not spawning. Is there somewhere else they spawn, or am I just really unlucky?
