The biggest difference which is what sets Eximius apart from pretty much every other FPS/RTS hybrid is the ai units. Unlike games such as Nuclear Dawn and Natural Selection 2 which are exclusively player vs player, Eximius is far more in depth with its RTS elements and still allows the commander to produce units. The units that are produced can then be either assigned to a player to follow and protect them or be directly micro-managed by the commander.
Although the game is only 5v5 as opposed to the 16v16 of other such games there is no less going on with the addition of commander controlled units. In a match with well balanced teams there are always fights on multiple fronts utlising players, infantry, vehicles and various kinds of commander abilities.
As for the account levelling and unlocks, i do believe these are planned to be implemented into eximius at a later date along with mod support and likely custom servers.
That style probably works better over the long run too, as you have less players necessary to get a good game going. In addition they could potentially even make understaffed games possible with missing squad officers controllable by the commander, or maybe AI squad officers.
As i can tell after 5 hrs Eximius is going to be ony of my favorites because it feels way more like an RTS then ND or DS2. In ND you keep pushing your lines and expanding. In Eximius u rely way more on your field commanders and assign units to them but unlike in NS2/ND you can also do many things yourself without having need of an field comm sticking around.
