Just got All bronze yesterday which 1.6% of users have. Unless I'm missing something I find it very peculiar that 1.5% of users have all silvers, gold and developer rankings, this seem way more challenging than just bronze yet silver,gold and developer all have the same %...

The ones that unlocks these with unlock tools contributes to the percentage.

PSN is also similar with 1.0% global rarity but before those appeared there, it was 0.1% which was the maximum.
