how do I place water pumps when the ground has no water

how do you place water pumps when the ground terrain is land there are no streams in the default ground formations and this will not allow the placement of the waterpump or am I missing something here

The water placement check is disabled in the flat scene, you can also use free place mode in placement options (gear icon top right).
