But I often face Raigon and when I support, it can get annoying really fast. So I can at least give you some advices as to what to do and what to not do in general.
First thing his parry. You probably don't know it, but your E (Wind Bomb) interrupts any channeled skill, even counters.
So when you see Raigon with his parry, throw your E Wind Bomb, it will just interrupt his parry.
What you can do is E -> RMB, Raigon is left with nothing and just hit your rangs full force in the face. If you interrupt the counter, the battlerites don't activate.
Don't use anything else, it will just trigger the parry.
I recommend going for the trendy haste build, it will give you enough mobility to kite him around and just kill him before he could understan what's happening.

The idea is to use Space, E and Q to keep Haste going for the longest duration possible.
Second advice I can give you, be sure to be next a wall. With the Cyclone battlerite for your Wind Strike (Q) you can just throw Raigon into the wall and stun him and use RMB right after it.
You can also use your R if things get nasty and you really can't get away.
If you really don't have a choice and must run like a madman around the map with Raigon chasing you, EX1 is your friend. Just use it and run in the opposite direction. It doesn't have a maximum range and will follow you until it catches up to you or hit a wall.
You can also use your EX2 to knock him away into a wall.
That's it, with that you should do fine, or wait until a Taya main comes in :p
Last advice : check Averse twitch channel, best Taya around, I swear his strafe game is so good you will wet your pants.
