Yes, it does include owned characters. Be as it may, I can recommend purchasing that All Character pack.

Well its quite obvious that since the rotation change now and then I assume? You will end up with a free champion rotations where you alredy own some of them. Its only natural and I dont see the reason for this thread. In all honesty you could have figured it out yourself instead of making a thread "crying" about it.

My guess is they just dont want to have every contender having a similar roost of playable champions at the same time. Diversity and such.

Otherwise than that it actually doenst make any difference to just giving everyone the same rotation.
