its really depends on your skill and yours mate skill, control mid/orb CC and nuke noobs.
Raigon and Freya can beat Thorn in a direct confrontation due to their significant protection.
I don't play thorn, and I don't view him as op. Think people understand how to play against him in most circumstances.
if you play against a thorn try to notice how he plays. where does he go when her uses his space? does he always jump you? is he really agressive? if so then try to punish him when he has no escapes.
The main thing i do to counter Thorn is just utilize his fails and punish, his healthpool will fly down if you burst him when he has nothing, forcing him to play defensively.
Croak is different. He is very slippery and i often dont focus on him, i will usually wait till he has jumped twice and then try to place a good cc on him. Ofcourse look out for the eye above your head when he goes stealth to see if he is near you, then use some protective cooldowns like counter, petrify or something to stop him from stunning you, or atleast minimize the damage.
But really just keep playing and try out croak and thorn.
If you play Thorn you will quickly see what annoys you when you play him, and then just do the same to others, its all about knowing your enemy :)
