Traffic light block in Forsaken City not working?

I'm retrying this game after a while and am stuck on this screen: https://imgur.com/a/VURnUX2

I don't remember this being an issue before and from watching guide videos, it looks like I'm supposed to just wall-cling to the left side of the traffic light block and it should zoom to the right, but it's just not moving when I do that. Is there something I'm supposed to do to turn it on?

Note: I'm playing on my Switch, if that somehow makes any difference.

If anyone finds this via google, the issue is that you can't just slide down the blocks, but have to actually grab onto their sides (shoulder buttons by default).
