What does restart chapter do?

I'm near the end of level 7 and went past a point that locked me off from the previous room which still has an uncollected strawberry in it. Using the retry feature puts me on the wrong side of the gates so I can't use it to return back and get the strawberry.

I've never used the restart chapter feature before, does it restart the entire level from the very beginning? Or does it restart from one of those mid way checkpoints?

Restart chapter puts you all the way at the beginning of the chapter. In Chapter 7 it would put you all the way back at the start.

However, from the main menu when you're selecting which chapter to play, you can press right/left inside the chapter selection to start from different checkpoints within the level, so you could Return to Map and go back to the checkpoint where you missed the berry.

You can do this even if you have already restarted the chapter, as long as you reach the checkpoint it will become available.
