Is this the same as the ps4 version?
I'm stuck between getting it on sale here or waiting for the ps4 version to go on sale to enjoy it on a larger screen instead of my laptop. Are there any notable differences?

There was one chapter in the game added via free update. I believe that consoles actually use an older version of the game in which a few rooms of this chapter are harder, though I'm not sure. Excluding being able to mod the PC version, there are no other differences between versions.

the above is correct, though do take in consideration the modding community. there are a whole bunch of fairly big proper content mods out there that add new maps. this alone could make it more worth getting on PC if you intend on playing for a longer while after finishing the base content.

All active versions of the game have Farewell now. The console versions have a slightly older version of the level (a room before the heart requires fastfalling in the old patch but not in the new patch, top route in Power Source is very different (and slower in the old), the final room before the heart you can skip the autoscroller block more easily in the old patch). This results in one room being much harder, one room slightly easier, and one alternate/advanced route not worth doing on console vs. the state of the level on PC.

When the final bug-fix release comes out, currently in testing on Google Stadia, the devs stated that all consoles will be brought up to date.

Modding is definitely the biggest advantage to one of the PC versions. Even if you don't want to use custom levels, there are mods like the randomizer that add a lot of life to the game after completion.

The final difference only matters if you want to get serious with speedrunning, the "demo button" mapping can only be done on PC. Console users must manually input the "demo dash".
