Edit-And the camera of course.
The FPS is normally lock and even if you unlock it only a handfull of effects (generally the camera and particle effects) will play at more than 15/24/30/44/60fps - there are other frame targets and i have no idea what most of the animations in this game are done, Highly doubt that its more than 60fps tho.
update: ohoh! I saw the thread about the enforced 60Hz. That said, even capped at 60Hz, I still have doubt about the smoothness of the background scrolling.
For such high precision games, a good thing would be to require a 60Hz refresh rate, and do base the engine only on frame computation (just display a warning at game start if the refresh rate is not 60Hz).
