The timing is similar to the mechanical pulley platforms from the very first level of the game. As soon as you grab onto them, they fling you either horizontally or vertically. As soon as they stop, you press jump and it should give you the added boost needed to reach the next block. These blocks don't travel very far though, so you'll need to pay attention to how far theymove before you press jump.
I died hundreds of times just trying to get the strawberry in this room. If you're just having trouble reaching the refresh crystal, getting the timing down on these blocks should help.

You have to be "looking" (I mean, pressing the -> button or using the Joystick) at the opposite direction of the block at the time you're jumping, even before. It worked to me.
