FRAPS doesnt like mechanical hard drives.
Solution is: Set your game to windowed mode, add the game as Window Capture, and then turn your game (if you want) back to fullscreen again, the capture keeps working even if you close the game and start it again (although I had a weird problem that it tried to capture my steam window)
Edit: Sounds like the easy fix is just making what most people record at (1920X1080) to be 60hz....
