NES called him "the hound" in the english Duck Hunt manual. http://www.gamesdatabase.org/Media/SYSTEM/Nintendo_NES/manual/Formated/Duck_Hunt_-_1985_-_Nintendo.pdf
Most references call him "The Dog" or "Laughing Dog". I've not been able to confirm any official sources for those names.
