Also the calls are weighted to stop sever events happening in quick succession, draining all your units.
You can also add extra calls from the Steam Workshop.
Hey, thanks for your reply. But can't you guys just change the events to happen in free game mode? That would be pretty cool. Also, make those events happen often, i hope you can consider doing this.
It never happened to me in São Paulo and i already played 64 shifts. The devs can change this, they can make it happen more often and fix this little issue of riots, music festivals and some other cases not happening in free game modes.
After 60 shifts i woudn't call that as bad luck, honestly :/
I just want to enjoy the DLCs, i just got the water cannon police car in the map i'm playing in and it's useless...
I don't know how rare are those events, but if you play in Boston the events will trigger within 10 shifts. As The Soviet Union mentioned, he played a free game mode in Pitsburgh and got the events as well. I'm currently playing in São Paulo and after 60 shifts still didn't get a single one of those DLC events, which is frustrating. I don't think the events are luck based or even rare but i know the devs can change some in-game values to trigger the events in any map. And i think the events should happen often, not only once.
