Where as Riot armor is not exactly bullet resistant but rather made to prevent injury from thrown bottles, fire resistance, and made to withstand blunt force trauma from objects. (think like a umpire in a basball game.)
That's my outlook on it.
I've actually tried, and what I saw above is true. From what I've seen though, for regular officers, I usually arm them with vests - but then I have a watergun truck and a van which is full of riot cops. Sucks they can't carry more though, that would be a really awesome mod if it existed.
If you are responding to fights (and even knives I believe), the best protection is riot gear. I give my regular cops vests because guns are usually the worst incidents they will run into. Plus, it's America - everyone has guns so like PEW PEW!
