Riot Gear and Kevlar Vest
I was equipping my units for the protests which were going to take place that day, so I was changing the loadouts on my police officers to include riot gear.

As of right now, I gave some of them the riot gear and some the shotgun (and all the bullet proof vests), but I'm unsure if the Riot Gear makes the Bullet proof vest unneccesary.

Under the riot gear it says:
A shield, an armor and a helmet will protect the policemen.

Does this mean that I need my units with both, or does the bulletproof vest become useless?

Great DLC by the way, just upgraded from the very vanilla game - only two suggestions. PLEASE PLEASE PLEASE allow us to give officers (and ideally others too) an option to keep more equipment in their car/on their person => I would have 3 slots on their person for police (2 for Fire and EMS) and up to 3 more in the car (which have a delay or a slight penalty).
As well, a little more fire/ems related equipment and Marine stuff would be an extra bonus.
------ Second, can you add different levels of response? Units don't speed up when they are responding to calls (over regular driving). What's funny though is that officers go to 'Chase' mode when responding to Prisoner Transport but EMS only show 'On Way' when responding to a stroke :) Seems legit

To me, it seems the Armor is more of a Active Shooter type armor (think Swat)

Where as Riot armor is not exactly bullet resistant but rather made to prevent injury from thrown bottles, fire resistance, and made to withstand blunt force trauma from objects. (think like a umpire in a basball game.)

That's my outlook on it.

I don't think either - they just each have different uses.

I've actually tried, and what I saw above is true. From what I've seen though, for regular officers, I usually arm them with vests - but then I have a watergun truck and a van which is full of riot cops. Sucks they can't carry more though, that would be a really awesome mod if it existed.

If you are responding to fights (and even knives I believe), the best protection is riot gear. I give my regular cops vests because guns are usually the worst incidents they will run into. Plus, it's America - everyone has guns so like PEW PEW!
