Agree. Lets keep it realistic and not horror movie content please. When they add workshop mods will handle it for those who wants it.
E.g. lets some looting/fires start you'll need to go and deal with that but at the same time you could have a situation such as the dead attacking people and paramedics and police are needed so either have to chose between trying to deal with the looters who are causing injuries, break ins and fires or send forces over to try and deal with the undead who are injuring people.
1. It doesn't work on Global scales.
2. It would require a complete and utter overhaul of basically everything.
3. The idea is half-baked at best in its current state, and thus I can't support it yet.
We are still working hard on the Steam Workshop feature, and more and more modding possibilities will be added in the future :)
Would be a fun asset, but only in form of an expansion/DLC.
