The game does not start
It opens and closes only the start window of steam in a loop

Sorry to hear that! Hopefully this section of the FAQ will help:

The game doesn’t work properly on my computer. Could you help me?

1. Make sure that your computer fulfil minimum system requirements. You can check it on the Steam product page.

2. Go to the Local Low folder: C:\Users\{insert_your_WindowsUsername_here}\AppData\LocalLow\JutsuGames\911 Operator

3. Make back-up copy of Career, FreeGames folders and all .txt and .xml files (it should contain PlayerProfile.xml. DO NOT copy Maps and Screenshot folders.

4. Right click on 911 Operator in Steam Library. Choose properties, after that local files tab and click browse local files button. Open 911_Data and try to find file output_log.txt. If you find it, copy it and attach to the files from step 3.

5. Start the game. Go to options in “Main Menu” of the game and use “Reset Data” button. It’ll delete all your downloaded maps and saves, but it could help in most of the cases.

6. Try to play the game again. If a problem still occur do the next step.

7. Send us a description of the bug to the mail help@jutsugames.com with the files attach of files which you have copied in step 3 and 4. Please add the following info:

Description of a bug
When/Where the bug happen? (Mode of a game, city, taken action. Try to give us enough info to find this bug in game.)
Have you spotted this bug more than once?
What is your operating system? Windows/Mac/Linux
Description of your platform ( CPU model, GPU, amount of RAM etc.)
Screenshot if possible (if you run the game by Steam, you should just press F12; if not you can use PrintScreen button or program like Snipping Tool)

Windows 10 64 Bit
Intel I7 5820k
GEForce 1070
32GB DDR4 3000 Ram

Also, unfortunately, because the game never actually loads, the JustUGames folder in Local Low doesn't exist, so I can't provide an XML file, and their is nothing to copy or backup.

When users have had this issue before, a system restart and/or reinstall usually fixes it (it's normally an install error)

Did both, along with verifying the game cache after it reinstalled, seemed to do the trick. Thanks.

I have same problem but game doesn't even start process
Did everything: reinstall, verify game cache, system restart, nothing helped
