Grumpy's Island?

(Im level 3 just started the game)
On my way to stonewynn dungeon or what ever, I found a fishing rod so later on, I went to the left of stonewynn dungeon and just kept going left because it still counts as "walking" so I could get fish, but after I did it for about 5 seconds, It took me to another area called Grumpy's island with a level called "Grumpy's Wares" and it says "Come for the goods, stay for the music" (And the music is rly good btw) but the only guy there doesnt sell or do anything. Also it says level 100 recommended even though there are no enemies and I thought that the max level was 30? Please someone explain what grumpy's island is...
EDIT: After further exploration, I found that in the bottom corners they have tombstones that read "One quick whisk here" on the left one and "Take my stronghand" on the right one. I dont know if this area is optional or needed for later gameplay but pls tell I must know the mystery behind this island.

here is something that does not make sense it says level 100 party recommended, but level 20 is the max.
