I would say there's more information on the GOG forums, but either way, you're getting exactly the same product, so it's up to you.
It runs through DOSBox so you don't need Steam active to play it, if that's something that concerns you.

That was my concern. Thank you! It's more like my ability to modify the conditions so I can play the game with MT32 sound drivers as well.

Yeah the second quest for glory vga version is completely fan made and not official. Otherwise you do get the vga remake of 1 in both gog and steam packs.

I don't think it really matters. The GOG version is DRM-free, so you can download the archive and keep a personal backup, but the games are so old that they can't really DRM protect them anyhow. And since DosBox is free, it's not like they could lock you out even if they wanted to. If anything is Steam DRM locked at all, it's just the launcher. GOG is only SLIGHTLY more convenient in that it's totally DRM free and you have access to the installation package for personal backups.

Since DosBox (and ScummVM) works on any version of Windows and even other operating systems and the Steam client is Windows 10+ only now, GoG for sure. It should always work.
