Report a translation problem
If you are a Wizard, the trigger for the second Faerie encounter is getting all the spells from around the area: Protection from Erana's Garden, Hide from Baba Yaga, Glide from Dr. Cranium, Frostbite from Katrina outside of the town gates at night.
Once you have all the spells, head just outside of the Erana's Garden at night and the staff will be there. The Faerie Queen will teach you the Ritual of Release, which is what you need to talk to Tanya and save her.

Find the spells you don't currently know yet and return to the Fairy Fountain at night.
Which spell I am missing?
Thank you all for help. I couldn't find any other forums that mention learning all these spells are a trigger for this staff. Maybe this might also help some other adventurer.
