Buying Henry Rifles.
Hello, is it somehow set up so I can buy more Henry rifles? Or is it fixed?

Keep buying them in small numbers. The amount available slowly rises as the campaign goes on. As CSA, I was able to equip a 1200 men brigade for Fredericksburg.

For what its worth, repeaters are very bad in larger infantry brigades as volley fire is much longer and thus much time is wasted waiting for the whole volley to fire instead of reloading.

The skirmishers detached by these brigades will be good assault troops, and can be reinforced by reattaching and detaching. Although, large brigades with repeaters tend to fire somewhat faster than brigades with rifle muskets.

After every Major Battle more Henry Rifles are availiable to buy, BUT if you don't buy them after one battle the amount won't regenerate, it will stay the same and more won't appear until you buy them. It's weird, though just keep buying them after each battle, and you'll have enough for a Brigade. This also applies to most of the other rare Rifles, such as the Whitworth (TS).

Actually it is logical if it is a private firm making them.

Yes, obviously repeaters will still fire faster than rifle muskets. But they have worse range and accuracy compared to high tier rifle muskets and will do decently less dps because of it. You are better off running them on dedicated skirmishers, small brigades (~800 men perhaps) or just not at all. Detatching can be useful but there isn't a sweet spot for brigade size that will allow you to have decent sized skirmisher detachments while also being effective as a brigade on its own. At least this is my opinion.
