The falloff of the JF Brown near the end of its range is one of the reasons it's eclipsed by the Whitworth TS as the best sniper weapon in the game. I can't speak to why the curve was made that way, those are unchanged from the base game. Though basic research seems to indicate that the Whitworth was a more accurate weapon, so perhaps this is why.
Overall you can still use it effectively at max range, you just see a large benefit if you can manage to safely move the unit a bit closer to it's target.
Max range refers to the edge of the range cone and anything beyond it. There are some scenarios where the way distances are calculated in the game are a little odd. So it ends up being possible to hit a target that is outside of the range cone. In these cases you'll just cap out at the last value on the curve.
