Is there any console commands for UGCW if so how do you use them?

None that anyone is aware of. What are you looking to do. It's possible what you're looking for has been modded in.

plenty of 3rd party stuff to change most values in games, just make sure it's a single player game you use them in
Great fun to replay all battles with any choice of weapons and troop numbers

I wonder how dominating a campaign would be if you could have unlimited Whitworths, Scoped Sniper Rifles, and 24/20lbers all the way through the campaign. All money to veterans

Even on Legendary, I suspect it would get quite boring, especially when the novelty wore off.

The point of unlimited is to re-fight the main battles in different ways
make saves of every grand battle as you play normally, then when you want to reply any battle you can do it in as many different ways as you want with any weapons you want EG 200k farmer inf and no arty
or just award yourself a extra 50k troops and skip the tedious side missions which has the added bonus of making the AI even stronger
Some people want minimum brigade size and to face minimum sized AI armies some want epic grand battles
