Wanna know how Recon works
I had played through US and CSA once for each, but had never add Recon over 4 (get from background phase) cause I just need to know total number of enemy (and spend points to more important places) . So I wonder what kinds of infomation could I get if I add Recon to 8 or 10?

Levels 6, 8, and 10 in Recnnaissance allow you to see parts or all of the army composition before battle, and during battle if you hover over the enemy unit's icon, you'll get various bits of information like "Heroic Moral" or "Exhausted" which can be used tactically. If you want a taste of level 10 Recnnaissance play some of the Historical Battles (since you get to see the enemy's army composition and see full unit stats during battle).
Additional points in recon allow you to view went brigades before battle, to the number of men, their guns and their vet level. At maxed recon, you can mouse over any unit flag (friendly or enemy) and view their condition, morale, type of cav, and their cover level (Useful against large brigades). These descriptions are not numbers like a info panel but approximations like warmed, idle, fortified, fresh, wavering morale, heroic morale, etc. Useful for timing charges so the enemy routs after seconds of combat. Also reminds you which cav you should fire on first.

IMO, I'd invest in medicine n politics, leading the way, with army org 3rd.

The OP was asking about the value of recon, not for character point tips.
Investing into recon mid campaign is a great idea, for the information on weapons equipped allows you to focus fire on brigades with better weapons, or which batteries to avoid canister from. The flag overview is also effective for tactical advantages.

I love having high recon in the Historical Battles, but I think for the Campaign it needs to be redone using numbers of cav units (to a limit, maybe like 10-12) in the player's army.

That would effect how recon works in historical battles as well. And historical battles have very little cav for the most part.

It wouldn't have to affect the Historical Battles. Also, it could be useful to have Recon in the Custom Battles, for which presently there is none on the intro screen (there's some in the battle though). I don't think I'd have tried Laurel Hill as the Union if I had known I'd have a 3:1 advantage, just a walk in the park, kinda sad.

It wouldn't have to affect the Historical Battles. May I ask why it needs redone? You are suggesting reworking mechanics for one part of the game, which would require a massive amount of new code to be written and tested, while restricting the use of the current code to a portion of the game, and not a player's main focus. The majority of players focus on the campaign for a good while after they start. Your suggestion requires Historical battles to have different mechanics than the campaign, making it harder to play the campaign battle and the Historical battle the same way.

They already do have different Recon abilities. The fact is in the Campaign, every other ability is better than sinking points into Recon. It needs to be changed to be useful.

I enjouy maxing out recon mid game, when expansion of the army is not a major concern, politics is maxed along with medicine, and enough cash due to politics that training and economics are not as helpful, and careful management of the ammo/excepting the fact that units shoot slower can lead one to increasing recon. Very useful for purposes stated above, like which batteries/brigades are the most dangerous and whether you need to detach skirmishers to defend your rear from cav or can take the pistol shot and ignore the cav.
