What Does 'Command' Do?
After over 100 hours I still have no clear idea what the command stat, and especially as it applies to division and corps officers, does.

I notice it can give a fractional boost to efficency, but only if you go from Colonel to Major General does it make any real impression.

I had thought that the max effiency of a unit was based on its command level, but that's not true either.

Any ideas?

I think Command acts as the cap for Efficiency. The higher the command, the higher the Efficiency gets. Do note that having high Command does not impart any Efficiency bonus, just allows it to be higher.

I know it says this, but what is the actual efficiency?

Example, I have a 3 star brigade for the rebels. The command is 75, but the efficency is 100. However, some of that is in a lighter shade of grey. Does that mean the unit COULD have 100 but is being held back?

Let's you have a bigger unit without efficiency penalty and therefore all around stat losses.

At division level this can be important since in later battles it's hard to have even enough colonels to cover all the large brigades you want. An lieutenant general corp commander and maj General division commander can let some max size brigades be run by lt colonels without bad penalties.

Level also gives an experience boost to individual brigades.

These stats need to be explained in detail in the in-game guidebook. Folks have tons of hours in this game, yet the main stats are still not completely clear.

The light grey bar is the level granted by the Perks the unit has. For example, both the first level Perks give +5 Efficiency - you'll then get a light grey bar in the unit's Efficiency bar to represent the bonus. This was pretty obvious to me the first time I promoted a unit. :P

OK, so Command limits a unit's inherent efficiency, but not what they can get with perks which with a level 3 unit is +30.

That was...not very clear.
