How to upgrade vehicles

Guys,
please can someone expain me how to upgrade the vehicles ?
I can do what ever I want.
I want to upgrade the tires, engines etc. on the vehicle.
I can open the menu from the car and when I clic on a star nothing happen.

Okay I have it. At the begin. All your vehicles are rental vehicles. And you can't upgrade rental vehicles. You have to buy them and then you can upgrade them.
