Mysterious alter. What does it do? how to use?

Ran into this alter and says temporary becomes permenant.

Tried using potions to get the effects then use the alter didn't work.

What exactly is this alter and how do you use it?

When you click the alter it gives you two potions that permanently increase your stats. You can find them in your inventory. I just found the alter and that is what happened.

When the mystery altar does say its has a gift for you means it going to give you orbs.
