Also: Previously this game was operating correctly on 100% of attempted starts, then it suddenly began crashing on 100% of attempted starts (during initial title card loading sequence; with the error message documented by OP).
Between when it was working and when it started malfunctioning, only one thing changed on my machine: I attached a new controller to my machine that had not previously been attached. This new controller was not attached, however, when I was having trouble starting the game.

There's a mistake in my comment above. Removing the dongle did allow the game to start, however with the dongle back in, the game still doesn't start (I thought it was ok with the dongle back in, but as soon as i tried starting the game with the controller turned on as well, it crashed right away again).
But here is what _actually_ fixed it for me: In Steam settings, go to Controller->General Controller Settings. Now ensure that "Generic Gamepad Controller Support" is UNchecked.
You won't need that setting for this game anyway, but if you need that setting for other games, you'll have to manually turn it off and back on when playing this game until the devs patch.
