Afaik, you would have to replay the game.

Regarding the main story, you will need to replay the respective chapters to get the magazines that you missed. No need to replay the entire story, you do need to reload chapters.

In Joe's Adventures, many of the magazines can be picked up at any time. A couple of them, however, can only be found in areas that are accessible only in certain missions. Here, too, there's no need to start the DLC from scratch, you can drive to certain missions markers, start the mission, and pick up the magazine.
