Slow-Motion Bug, Is There A Fix?

As soon as I'm introduced to lockpicking and going to steal my first car, I get a messege that I'm wanted by the police and the game starts to run in ultra slow motion.

I have finished the game on my old PC just fine and understand that when you are wanted it will go slow motion for a couple seconds, but in my case it is never ending and not allowing me to play the game.

i7 3770k
GTX Titan
16GB Corsair Vengeance
Windows 7 Ultimate 64-bit

Any help is much appreciated!

Have you both tried verifying your game files?

Managed to find a work-around. Just let it happen, it will eventually stop and go back to normal. It dosen't happen again.

did also have this problem
and i tried to start a new game and it did the same thing again :(

then i just tried to play like this for 2min and then suddenly it all become normal again :)
(do not press retry on that mission)

that's how the game is set up. It does this purposely. This is NOT a BUG.

Yeah i'm not having that on this old Win XP SP3 professional
Sorry man but that means it's a bug because i've played illegal versions of this where the bug was in the second chapter and you'd keep losing health (patch for that)

If i'd had to make a wild guess i'd say the problem lies with eighter the OS or the i7 3770

Before you steal the car try putting all graphic-settings on minimum, choose a low resolution like 800x600 and make it windowed.

In my case dual monitor caused this problem. All I had to do was to turn off second monitor from Windows resolution settings.

Well, I had this problem on my older computer. On my present computer, everything works fine. But, when I was playing on my older PC, back then, I realised one thing. PC was overheating and it happened mostly when new locations were loading (Driving fastly to the other district). But, when I used my cooler, it was happening less often. So my advice is to keep that in mind.

Oh i know where is problem. how you can see, slowmoution appears every time when appears inscription "Police wanted you" or "Police looking cars". I think this such as crosses with inscription when you busted. Because when you busted time is slowed. In other words this is programm bug.

I have this problem too, only when i playing without V-Sync. Turn it on - After a while the problem will be gone, then turn it off again. Working here.

He explained it right there, you HAVE to have vsync on for that scene otherwise the game freaks out.
