In the end Joe was severely beaten and had his hands cut off and face smashed to hell. When it was over there wasn't anything left for anyone to find. His friend Vito spent a decade tracking down those responsible for killing Joe, finally turning to Lincoln Clay to seek his revenge.
Jeo becomes one of Leo's bodyguards, at the final scene with meeting Leo Galante after he cuts a deal to Lincoln. One of the bodyguards looks towards the camera with a smirk. This character not only dresses similar to Jeo, but has similar facial structure as him
And Joe is alive. He works for Leo. The people who run the Mafiagame twitter account has confirmed Joe is alive. This is what I think must have happened. So, Joe must have made a deal with Leo and that deal was that Joe cannot see Vito ever again otherwise he will die. This explains why Joe didn't go looking for Vito. Also, they must have made that deal because they didn't want Vito and Joe together again because they may cause another war like they did in Mafia 2.
