Slow Motion BUG [SOLVED]

So I recently got a new pc so I decided to reinstall mafia 2.

Pc:
i5 6500
RX 480 8GB
16gb ram

When I go into chapter 2 where you steal the jefferson, it goes into slow motion, like it's supposed to. However, when this happens, it stays in slow motion forever until the cop is killed. While it is in slow mo, all the AI's stop completely, like the drivers, pedestrians, everything.
After I kill the cop, it kinda goes back to normal, however I can't continue the story until i customize the jefferson. When I go into the jefferson, it goes to slowmo again, and at this point there's nothing I can do. I can't go into the customizing shop or whatever it was called, everyone just stops, it takes 20 minutes to go 15 feet, etc. even when I exit the game to main menu, it still stays in slowmo.
I've validated fame files several times, nothing changed, i don't want to reinstall because it literally takes a whole day with my internet, and there are no solutions online.

Also yes it is a bug for thise who are gonna say "just wait a few minites"

Turn on v-sync. The game freaks out when you have above 60fps when it goes in slow motion

I just tried that but unfortunately no luck :c
I have a 144hz monitor so i don't think v-sync's gonna do the job unless I change the refresh rate of the monitor to 60hz.

Use google guys. This is a bug. There are multiple topics about this on the very first page of this board. They all have the same solution below.

I'm not going into details on HOW to do it but alt-tab into task manager, find the mafia2.exe, right click, find something about set process affinity (that's how many CPU cores the game uses). De-select all except the first one. Alt tab back into game. Play until police chase is over. Go back into taskman and re-select all cpu cores.
