because killing in war isn´t illegal... there are things like laws that pretty much define in which cases killing is allowed, or better, not punished... what do you think why almost no wargame ever has civilians in it? yes, because it´s the common consensus to leave civilians out, if in any way possible...
but this game is not about war or crime, it´s about the everyday fishing in a european country and thus, no whaling... or do you also want drug smuggling in this game, just because some fishers do that? :P
even though Norway might not respect the contracts and agreements, based on which 99% of all countries in the world aren´t hunting whales anymore, we´re talking about like 20 small boats that are hunting for a very low quota (considered the huge population) of small whales... i count that as close to non-existant ... not to mention unnecessary since they basically just do the dirty work for the asian market... close to none of it is being consumed in Norway... stupid traditions, that´s all :P
it´s illegal or at least frowned upon by almost every country in the world :P
