Problems going fullscreen

I cannot make the game to run on fullscreen with the correct 4:3 aspect ratio, everytime i hit F5 the image looks like this:

If I edit the ini file from the folder, I can make the game to run on fullscreen with an incorrect 16:9 aspect ratio:

Is there any way to fox this? the default look is not that bad, but I don't like that much to have black bars above and below the image.
