The white crosshairs, I have never seen before.
That yellow one is the symbol for the Force college of magick. The only place I've seen this particular one is in Tulla, but it's supposed to be stationary, on the floor. I can't imagine any way the default code could accidentally attach it to a character.
Are you using any mods? I could imagine a modder getting fancy and re-using the symbols from Tulla as a way to express spells being on your character. Shield of Protection is a common Force spell.
Well, all I can tell you is, I've played through this game more than a dozen times and I've never seen either of those symbols under any of my characters.
I don't think it's supposed to happen.
