Windows 11 is not a supported OS, you will need to mod the game in order to succeed most likely.

well, I'm a big fan of Arcanum since 1999 and I've had several copies, today I got the Steam one and it worked on win 11 pro without any patching, so you're good.

You never have to take a chance on a game. If you owned the game for less than 2 weeks and have less than 2 hours of play time you can refund the game by clicking "Help" at the top of STEAM. Then select "Steam support". Click the game and press refund.
