Is there a way to access the dialogue in this game so that you can see the dialogue branches?

Yes.
You need unpack *.dat files using for example this tool:

dlg\*.dlg files are what you are looking for.
You can open it in notepad++ or using this tool:
https://terra-arcanum.com/downloads/arcanum/tools/dlgedit2.zip

mm the dbmaker doesn't seem to be working. Extracted and attempted to run but nothing happens

ok, created a shortcut of the program in the same folder with a dat file and added the -u command to target line for the arcanum1.dat file and unpacking now

Thus far all I've found are ART files

Found them they were in arcanum3.dat
