ok it should be the sierra launcher in your highest Arcanum folder... sierralaucher.ini i believe.
All of the options that are mentioned in the guide should be put in that .ini file.
Because we are running on steam, you can't just put the options like you would on other games
Mine looks like this - I don't play windowed but i imagine you just stick it after Game1Cmd=

Both of them work, but the one from DxWrapper is allegedly better.
You could also try a cutting edge DxWrapper release which may be even better than that: https://github.com/elishacloud/dxwrapper/releases In this case you would extract dxwrapper.dll and dxwrapper.ini and rename them both to ddraw.
