It's called Street Tuning Evolution, and there is no public release yet.
If you want to know more, look at the patreon of the developer, ImageCode. They keep people updated on the progress there.
So yes, the way I understand it SLR is dead.

I've been taking care of this game for over 15 years already. Why would it become dead soon?
No exact dates yet, only got plans on releasing the first playable prototype in some foreseeable future.
I'd assumed that when you release the new game you will stop supporting this one. I would really appreciate if you kept working to improve this one
Start programming and spend some time on learning gaming engines and you will realize really fast that this dead ass old engine is just garbage. Unreal and even Unity gives you the option to create a cool game with physics. This garbage engine that it's used in this game can't do anything unless you code it yourself. The implementation of physics, light scattering and other can take months.
Now you have been educated about this.
I really love the idea of street legal racing redline. You have to get in touch with sponsors so you get money to hire people who work with you on the game so we don't have to wait. 15 years and I still fall into the ground and wreck my car that I have spend hours on making it no offense but you need helping hands <3
If you haven't read the whole conversation... he said that they're working on it but they don't work on this engine anymore, they moved to UE4 so RTX, Light Illumination, LOD and so on are ingame now :) Should start reading the convos.
