Fish farms : no passage to the building

Hi,

I'm experiencing a bug with fish farms. I've successfully built one but I can't build a second one. They are tagged with the "No passage to the building" sign. Can't demolish them either.
So far i've tried teraforming around them many, many times, in all kinds of height and slope and flat. I also tried removing every building around them. Can't demolish them with a controlled worker as well, nor building them for that matter.
It might be because it's a big building surrounded by water?
Anyway, might want to check it out :)

By the way, I now have 4 unfinished and undemolishable fish farms on my coast at a fair distance from one another, with the working one in the middle.

Same problem. I even tried to build a bridge walkway to it. Tried a new game, but nothing has changed. Still unable to build it.

It appears if land is terra formed one level too high farm can not be finished no matter how it is placed. I built one section of bridge extending from land and it worked. May not be fix for every situation but it is only explanation that makes sense to me.
