Mood? Do you mean happiness of your villagers?
As I recall at least in some part of it but I will check in on my few oldest villages when I'm back from work 🙂
The happiness bonus is appplied to the villagers, not to any houses or other buildings.
Villagers get the happiness bonus when they are inside the action circle of whatever happiness building you have.
If you want the most of the bonus, build happiness buildings so that many work places are within the radius, because you want them to be happy while they are working.
