They will work the Fields and Orchards in the Fall (Although Harvesting is always best)
Only in the winter they will take a break. Retask them to something else:
Gathering resources, Mining, etc
-or-
Some Crops will not sow or will die back (Not Produce) in certain ambient temps
throughout the year
Megadori also just posted this very helpful post that will also help:
This helped when I started this game:

I also asked many questions :)
All Players are very kind here in this Community
the villagers stop planting if their last planting was beginning autumn.
that is to say, beginning autumn they no longer cultivate more. they just go and stay still
You have a [Harvest Basket] button on the Farm Menu that will take them off Planting so they can start the Harvest as you command ;) (Perhaps routine Late Summer-Early Fall)
What Crop are you Planting, did you start with 'Harsh Conditions' Setting?
please check the (lo-hi) Growing Temps and compare it to current temp ;)

When the villagers arrive early in the autumn, they stay still. so have culture to collect.
for the moment it's happening to me with potatoes. oat grains and grass
I'm reporting it because it never happened to me
- Located in the Village info display: What is the outside Temperatures?
When they are " just go and stay still"
- Can it be assumed Farms where fine from Spring to Late Sumer?
- Are you useing or did you add any MODs?
- Perhaps a screenshot of that issue with several Farms with Product showing menu open and all info displays shown :) EXAMPLE
In Fall, it is +12c outside in a Mild Climate start ;) and the crop workers are good to about +1c
All open Farm displays are in Harvest, then Farmers Layed off after Harvest and display closed

Assuming your "They are not Farming issue" is not just in the Fall as you may of thought ;)
What do you have your Food Limits set at
I say this because you have just now posted a Screenshot elsewhere!
(> Your Food Storage is well over 100K <) In Spring no less
You can raise your Food Limits in the Games [General Info]/[Resources Limits] ;)

Also not to go without saying :) Your City is fantastic!
I already resigned to the lazy do not do anything in the fall
104 Farmers still committed, interesting
I have never Maxed anything out in this game (Does not seem it would of been efficient time planing to achieve that goal) Most Pop I have had is around 750, before I wanted a new game with more new MODs :D
Now that I notice is true. I had not noticed. LOL. that's why you said that that could be the error hehehe.
but it was pure coincidence
I also achieved only small towns starting but I wanted something big and I proposed a whole city with its castle. Then I will annex the city. I'm motivated :)
I hope the excellent mods that are coming out do not create conflict.
I plan implemental
This is why I am confused - May I ask which is the case?
If they do not HARVEST, even if you press the harvest button, that would be a bug.
In this case, do you have the mod "Spoilage and fertilization" active? It is the only mod that does any changes to the harvesting behaviour, and as I am trying to take over that mod and make it work again, that would be useful information for me :-)
If your workers do not PLANT in autumn, may I ask if you have the mod "Research&Academy"?
This mod has a feature that farmers get smarter with agricultural research, including that they do not plant new crops after the harvest if it is already autumn (because the crops can't get ripe before the winter and it's wasted time during which the workers can do more useful things). They do however still tend to plants, and harvest. Should they not do that, this would be a bug and the info would be important for me.
You said that you have only seen this recently - Have you used "Spoilage and fertilization" in the past?
if you're right I have the mod "Research & Academy" and it's logical. they stop harvesting in the fall because their crops would be lost. makes sense. how they started acting that way I thought it was a mistake.
since it used until the last possible day of harvest.
and now that you mention this mod I have a question.
Before, all the sciences coming to study came to me. Now it's blank. I assumed it was because I had already studied them all. but now that I look at it, it never studies the weapons.
Something is wrong with my mod or is it normal?
in the night attached photo so you can see how it looks. Right now I'm working.
thanks for your attention.
As I tell you I like to help you help me xD
You did not answer yes when asked if added MOD;
agreed, the newer MODs can be complacated ;)
my last mods were.

But you still had way more then 100000 of Foods ;)
