What determines fishing efficiency?
My main query is whether or not how deep the water is makes a difference.

What about overlapping action areas? How many people should work on a dock that contains half water area, half shoreline? Do you ever carve out deep, fake lakes to place fish farms on?

The deeper the water the better the fishing. Terraform first.

Overlaping areas, for fishermans warf, decreases productivity somewhat.

As many people as can be assigned. Fish quantities vary as they do in real life. The more fisherman the more fish caught in a given time frame.

Yes, you ca make your own lake and place a fish farm or a dock on it and catch fish. You may need to terraform the land around it due to vanilla height restrictions on the buildings and for the peasaants to access it but it will catch fish provided it is deep enough.

Rest them build several and rotate the villagers, or have 1 fisherman educated in each, they work faster.
Have a look at the water area how deep is it and choose areas where the diameter circle goes onto more water from a point of land instead of half land half water.

Fishfarms are not as economical as the fish lodges.

I put a lock on fish until they reach at least x3 the population for some reason they dont eat as much fish then.

Just DB click a food item in the Village info. that locks it and villagers wont eat it but bakers will still use it.
In unlock it by DB click it again.When you have too many resources in one area lock other food so they eat meat bread veg in winter.
Change foods from summer to winter. Summer lock high protein for unlock fish fruit bread Eggs etc.

When other protein rich food is provided. Eggs -veg and fruit pies will move villagers off fish.

Plus, having 3 ppl fishing will depleat stock over time. Best to have one person constantly and periodically check the stats.

Agreed :) At the most only 2 fishing per Dock (> Fishfarms do not fish out ;)
The one Fish Farm Worker only need transport the fish to the nearby Barn and back again before next 13 Fish are ready for pickup ;).

I also go with Chickens and 1 Fishfarm early for needed proteins; at least until Bakeries are up and running. Usualy wait to build Docks for Bakeries and then 'lock' Fish for just Fish Pie useage.
