I did see them shoot but the animal has to be real close to the tower.
Well unless the watchtower has stopped working properly, they did shoot the animals in the vicinity when the watchtower was released. I actually watched for a couple of minutes and the arrows kept shooting out, even after the animal was shot dead and disappeared.
Maybe it works if it's that way, I didn't notice, I just noticed that most animals could wander freely inside the range.
This game really seems to not be anywhere near release.
A way to keep doing animal explorations is to have a caravan stables that has a least 1 free slot for a mule. This will enable you to do an animal expedition (in order to fill that final slot.) If you keep at least 1 slot free, you can keep doing expeditions until you have enough for the acheivement. Also, it is possible the devs might add more seed types and/or livestock, enabling more expedition options. Hope this helps
